Sean Perry

Sean Perry has worked in the International Defense and Aerospace industry since graduating from the University of Miami in 2009.  Sean was hired at a Japanese defense consulting firm as the company’s International Trade Compliance Manager.  Sean was imbedded with the business development team, working to ensure all international exports of marketing data and hardware were authorized by the United States Department of State. 

In 2013 Sean became the program manager for the electro-optics program.  In this role, Sean oversaw marketing, business strategy, supply chain management, contracts administration and export compliance.  Sean worked closely with leadership, as well as Japanese customers and strategic manufacturing partners in the US, Canada and Western Europe.  Under Sean’s leadership, the electro-optics program saw its revenue increase from approximately $700,000 to $4,300,000 in three years. 

In 2016 Sean became the Export Authorizations lead for UTC Aerospace’s Defense Systems product group, working with the business development team to support programs in Japan, Canada, Saudi Arabia, and the UAE.  In late 2017 Sean was promoted to the Defense Systems Exports Compliance lead and has been working with program leadership to ensure strategic authorizations are in place to facilitate the business’ medium and long term objectives.

Sean is the co-founder of Ops-Technology LLC and is a managing partner.  Sean serves in a variety of capacities, most notably export compliance, contracts administration and program management.  

Richard Arita

Rich graduated in 2005 from PACE University’s Lubin School of Business, receiving a B.A. in Finance with honors.  Rich subsequently developed his financial and business management capabilities as a Trader and Logistic manager in the agricultural commodities industry; conducting price negotiations, maintaining customer relationships and coordinating the movement of intermodal shipments each day. He later transitioned to a position as the FDA compliance focal and Operations Manager for a large-scale industrial aquaculture farm in Connecticut.  In this role Rich frequently interacted with US regulators and helped drive profitability by significantly reducing operational expenses.   

In 2014 Rich was hired as a Product Manager at Japanese defense consulting firm.  In this role Rich was responsible for product research, development of OEM hardware kits, manufacturer outreach, and supply chain management including oversight over air, rail and ocean logistics.

In 2016 Rich was promoted to General Manager, responsible for management oversight over all US side operations, including

  • business development

  • managing communication between US and foreign offices

  • oversight of US State Department, US Department of Commerce

  • US BATFE export compliance

Rich is now solely responsible for all partner relations in the US and has final authority in the selection of equipment solutions offered.    

Rich is the co-founder of Ops-Technology LLC and current COO. 

Tatsumi Fukasawa

Tatsumi graduated with the equivalent of a U.S. Bachelor of Arts Degree in Sociology from RIKKYO University in 1981.  After graduation, he joined the Japan Defense Agency (forbearer for the Japan Ministry of Defense) in the Administration Division Central Procurement Office.  Japan Ministry of Defense is a cabinet level ministry of the Japanese government and is the largest organization within the Japanese government. The Ministry is charged with coordinating and supervising all agencies and functions of the government relating directly to national security.

From 1981 to 2011, Tatsumi operated within several divisions of the JDA such as: Financial, Import, Research, Contract, Cost Accounting, Defense Intelligence, Cost Managing, and Communication and Electric Machinery.  Tatsumi retired from the Japanese Ministry of Defense with a rank of Defense Official in 2011 as Senior Research Specialist & Representative US Liaison offices. 

From 2011 to 2020 Tatsumi has worked for a Japanese international defense and aerospace company.  As the VP of International Operations, Tatsumi has leveraged his 30 years of JMOD experience, providing expert advice to efficiently grow current programs and develop future programs, while managing expectations and coordinating all agencies and functions for success. 

Mr. Fukasawa now works full time with Ops-Technology LLC as the VP of International Business Development.
